Chair Lisa Benson called the meeting to order at 4:05 p.m.
Question on Personnel Board Recommendations of Warrant Articles. A short discussion ensued concerning the Board of Selectmenfinancial recommendation of it to Town Meeting, members expressed themselves unsure of the appropriateness for Personnel Board to recommend financially. Ken Kimball moved that at some time early in the new fiscal year, Personnel Board should meet with the Board of Selectmen to clarify its role in recommending warrant articles. Lisa Benson seconded. It was pointed out that Personnel Board recommends items with tremendous financial implications. Sue Peters commented that Personnel Board doesnMark Vincent, DPW Director, Discussion of and OMNI evaluation of the proposed Facilities Maintenance Manager. Chair Benson commended Mr. Vincent on the excellent Job Questionnaire and Description he had submitted on the position. She moved that the statement under Specific Duties and Responsibilities (p.2 of Job Description) be included in all job descriptions:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Ken Kimball seconded; passed 3-0. The Board conducted the OMNI evaluation; Mr. Vincent assisted more accurate rating of the position by explaining the necessary qualifications and duties for the Facilities Maintenance Manager. Total points of 540 were arrived at, giving the position a Grade of 10 (Range 502-557; see attachment). Ken Kimball moved and Lisa Benson seconded that Personnel Board approve the assignment of the grade of 10 by OMNI evaluation to the proposed position of DPW Facilities Maintenance Manager; motion passed, 3-0.
Fire Chief Alan Hight, Discussion of and OMNI evaluation of the position of Firefighter/Paramedic. Chief Hight joined the Board to facilitate its evaluation of Paramedic/Firefighter position; this permanent full-time union contract position does not require OMNI evaluation, but it was felt that such a grading would give Chief Hight guidance and clarification for formulating a job description for the position. No such description has been written since 1980; one begun in 1990 was never completed. The Board, working with a completed Job Questionnaire and Chief Hightthat the Personnel Board assign a Grade of 10 to the Firefighter/Paramedic position by OMNI evaluation to aid the Fire Chief in formulating a job description. The motion passed, 3-0.
